收費公路將改革 二級公路有望徹底免費
近日(ri),有關“全國收(shou)費(fei)公路虧(kui)損超1500億”的(de)(de)消息引發極大的(de)(de)關注。
對(dui)此,《山東商報》援引交(jiao)通運輸部公路局副局長王太的話(hua)稱,“還本付息是(shi)支出(chu)(chu)的大頭(tou),占收(shou)費公路總支出(chu)(chu)的76.7%。”王太強調,盡(jin)管收(shou)費公路的債務(wu)規(gui)模和收(shou)支缺口不斷擴大,但債務(wu)風(feng)險仍處于整體(ti)可控的狀態。
同時,交通部(bu)新(xin)聞發言人徐成(cheng)光(guang)表示,今年將進一步深化收(shou)費(fei)(fei)公(gong)(gong)路(lu)(lu)改革,加(jia)快(kuai)調整和完(wan)善收(shou)費(fei)(fei)公(gong)(gong)路(lu)(lu)政策,加(jia)快(kuai)《收(shou)費(fei)(fei)公(gong)(gong)路(lu)(lu)管理(li)條例(li)》修(xiu)訂(ding)進程,未(wei)來的(de)公(gong)(gong)路(lu)(lu)體系中,收(shou)費(fei)(fei)公(gong)(gong)路(lu)(lu)將基本為(wei)高速公(gong)(gong)路(lu)(lu),約占公(gong)(gong)路(lu)(lu)總里程的(de)3%。
相關專家(jia)表示,收(shou)(shou)(shou)費公(gong)路與(yu)百姓息息相關,現在二級公(gong)路逐步(bu)免費是一種(zhong)好的(de)趨(qu)勢(shi)。目前高(gao)速(su)(su)公(gong)路仍(reng)占(zhan)收(shou)(shou)(shou)費公(gong)路總里程的(de)64%左右,對非高(gao)速(su)(su)公(gong)路,政府(fu)可(ke)以通過終止、回購經營權等方式停止收(shou)(shou)(shou)費,提(ti)高(gao)免費路網的(de)舒適(shi)程度和標準(zhun),讓百姓享受(shou)更(geng)好的(de)服務。
數(shu)據顯示,截至2014年底,全國收(shou)費(fei)公(gong)(gong)(gong)路(lu)(lu)里(li)(li)(li)程(cheng)(cheng)(cheng)(cheng)16.26萬(wan)(wan)公(gong)(gong)(gong)里(li)(li)(li),占公(gong)(gong)(gong)路(lu)(lu)總里(li)(li)(li)程(cheng)(cheng)(cheng)(cheng)446.39萬(wan)(wan)公(gong)(gong)(gong)里(li)(li)(li)的3.6%。其中,政(zheng)府還(huan)貸公(gong)(gong)(gong)路(lu)(lu)10.40萬(wan)(wan)公(gong)(gong)(gong)里(li)(li)(li),經營性公(gong)(gong)(gong)路(lu)(lu)5.85萬(wan)(wan)公(gong)(gong)(gong)里(li)(li)(li),分(fen)別占全國收(shou)費(fei)公(gong)(gong)(gong)路(lu)(lu)里(li)(li)(li)程(cheng)(cheng)(cheng)(cheng)的64.0%和36.0%;高速公(gong)(gong)(gong)路(lu)(lu)10.67萬(wan)(wan)公(gong)(gong)(gong)里(li)(li)(li),一級(ji)公(gong)(gong)(gong)路(lu)(lu)2.34萬(wan)(wan)公(gong)(gong)(gong)里(li)(li)(li),二級(ji)公(gong)(gong)(gong)路(lu)(lu)3.16萬(wan)(wan)公(gong)(gong)(gong)里(li)(li)(li),獨立橋(qiao)梁隧道0.08萬(wan)(wan)公(gong)(gong)(gong)里(li)(li)(li),分(fen)別占全國收(shou)費(fei)公(gong)(gong)(gong)路(lu)(lu)里(li)(li)(li)程(cheng)(cheng)(cheng)(cheng)的65.7%、14.4%、19.5%、0.5%。
